Transfer of Ownership Document (TOD)
The Transfer of Ownership Document (TOD) is intended to provide an individual who purchases a vehicle, with a reasonable assurance that the seller is the rightful owner of the vehicle and to support the Private Vehicle Inspection Program (PVIP) and Stolen & Wrecked Vehicle Monitoring Program (SWVMP), which serve to prevent the registration of unsafe vehicles.
The document helps the purchaser to make an informed buying decision. It is not intended to eliminate the need for further action such as researching the vehicle’s accident history, obtaining a mechanical inspection, and searching for liens against the vehicle.
The TOD is on the back of the vehicle registration card. The person selling the vehicle must fill in the date and odometer reading, sign in the space provided and give the TOD to the person buying the vehicle, who must also sign the TOD. The purchaser must present the TOD upon registering the vehicle.
The left side of the Registration Card displays the registered owner information, the licence plate number, and the policy effective and expiry dates. The right side of the Registration Card is where the vehicle description and legal owner’s name are displayed. The Transfer of Ownership Document is on the reverse of this part. Here, when the vehicle is sold, the purchaser’s name and address, the current odometer reading and date, and the owner's signature must be entered.
After completion, the seller separates the Registration Card, keeping the left portion and giving the right portion (TOD) to the purchaser to present when the vehicle is re-registered.
An Ownership Document is provided on request when someone owns an unregistered vehicle. The registration portion of the document is voided and only the vehicle/owner information is printed.
Every person who purchases a used vehicle privately or from a dealer, when applying for registration, must provide a Transfer of Ownership Document to the Registrar or Autopac Agent as a supporting document.
The following applications for registration are exempt from this requirement:
When the vehicle was sold by a person who is entitled by law to sell the vehicle without the owner's consent.
Certificate of Inspection (COI)
An inspector at one of Manitoba's "vehicle inspection stations" signs a COI after checking that a vehicle meets Manitoba equipment standards. Inspectors check:
This inspection doesn't include a detailed inspection of the engine or transmission and is not a guarantee of the overall quality of the vehicle. For most vehicles, a COI is valid for one year.
Certain transfers of ownership are exempt from the COI requirements. These are:
