Upcoming coverage enhancements for 2021

To better align products with the needs of Manitobans and to offer improved customer choice and protection, Manitoba Public Insurance will be modernizing its coverage levels for deductibles, Third-Party Liability and Maximum Insured Value.

These enhancements will be available for policies that take effect on or after April 1, 2021.


In 2021, the new Basic Autopac deductible for all passenger vehicles and motorcycles will be adjusted to $750. The current Basic deductible of $500 has not changed since 1997.

This change will enable customers to reduce their insurance premium by increasing their deductible level, which would then require them to pay more in the unfortunate event of a claim.

New deductible options will be in place, so that comparable coverage will be available for comparable cost. Most customers will be able to maintain similar deductible coverage for a similar price, with the exception of the $100 deductible, which will no longer be available.

Deductible options will be available at levels of $500, $300 and $200. There will be two $200 options: The $200 Plus level will include waivers for glass repair, vandalism, theft and collision with an animal, while the $200 Standard deductible will have waivers for theft and collision with an animal.

Some deductible options are waived in certain circumstances, meaning you do not pay your deductible. New waivers will be:

Basic Autopac will continue to be priced at a break-even rate, as validated by the Public Utilities Board. These coverage enhancements will not result in increased revenue for MPI. These changes will help us keep your rates as low as possible and help ensure future rate predictability and stability.

In addition to passenger vehicles and motorcycles, Basic deductibles for all types of vehicles will change. Deductibles for mopeds and small trailers will increase to $225 from $150, large trailers will increase to $750 from $500, and large trucks and buses will increase to $1,200 from $800.

Third-Party Liability

You will receive greater protection through increased Third-Party Liability coverage. Basic Third-Party Liability will increase to $500,000 from $200,000 in 2021. You will still be able to purchase increased coverage in the same amounts as today.

Maximum Insured Value

Basic Maximum Insured Value will increase to $70,000 from $50,000, providing greater protection for vehicle owners. You will remain able to increase this amount through additional Excess Value coverage.


These enhanced coverage levels will be available at your annual anniversary date on or after April 1, 2021, and for all new policies purchased on or after April 1, 2021.

How it will work: On your 2021-22 annual statement of account or renewal notice, you will be assigned to the deductible level that is closest to your current coverage. (For example, if you have a $100 or $200 deductible now, your notice will default to $200 Plus; if you have a $500 deductible now, your notice will default to $500.)

It’s important to note that you are free to choose your deductible.

  • If you do want this assigned default coverage, you will just pay your Autopac as you normally do.
  • If you do not want this default coverage, no problem. You can select any deductible level that you want by visiting your Autopac agent. There will be no fee to change your deductible before you make a payment on your policy.

You will require a new insurance certificate to keep in your vehicle, once these changes are applied. If you visit an Autopac agent, the agent will give you a new certificate. If you do not visit an agent, a new certificate will be mailed to you after you make a payment on your 2021–22 policy.
