believe speeding is a serious problem on our roads. That's why programs have
been created to address your concerns at a community level.

This
road safety initiative educates drivers about the actual speeds they are traveling
in relation to the posted speed limit.
Local volunteers borrow radar operated speed reader boards that display the posted speed limit and the driver’s speed, sending the message that speeding in their community is not acceptable. The aim is to prompt speeding drivers to slow down while giving positive reinforcement to those who choose to stay within the speed limit.
How it works
SpeedWatch is an initiative of Manitoba Public Insurance and community partners, including the City of Winnipeg Traffic Assessment Branch, Manitoba School Boards Association, Winnipeg Police Service, RCMP, Brandon Police and other participating local police agencies.
Local volunteers borrow radar operated speed reader boards that display the posted speed limit and the driver’s speed. They set up this equipment in a safe location off the road where drivers can see it, and during the days and times when the volunteers feel speeding is the worst. Information about how fast drivers are traveling is forwarded to Manitoba Public Insurance for analysis.
Excessive speeding patterns may be shared with our traffic management partners — such as municipalities, local police forces and the RCMP— for future follow up. Traffic engineers gain additional information on problem locations and speeding patterns, while local police benefit through increased traffic awareness.
The reward for volunteers is the knowledge that they are sending the message that speeding in their community is not acceptable.

“We ran our SpeedWatch program at the Fort Garry Campus for about 2 months. We monitored over 1000 vehicles and found 60% of them going over the posted speed limit of 30 kilometres per hour. It showed that more education is needed when it comes to safe driving and safe speeds on campus.”
“We had several people stop to congratulate us for taking action, to inquire about how they can obtain the sign. I do think there were some drivers who will in the future obey the speed limit… It is wonderful to have the support to help make our streets safer.”
“The Speedwatch program was a very effective tool in our community. The board, instructions and assistance were incredible. We found that after the second day of operation vehicles were slowing down to the 50 kilometres per hour range. The community volunteers who assisted with the program really had their eyes open to the speeds people drive when going past the school. I believe they actually clocked one driver in excess of 100 kilometres per hour. We also had representation from student council, staff and nearby daycare staff. The community as a whole soon became aware of the school's goal of reducing speed, especially in the school zone.”
SpeedWatch Programs
Winnipeg Residential Streets Loan
If
you would like to run a short-term SpeedWatch campaign, you can borrow SpeedWatch
equipment for one week in spring, summer or fall. Loans can be repeated throughout
the year.
This program is intended for residential streets with light to medium traffic, where the speed limit is 50 kilometres an hour.

Other zones may be approved if the safety of volunteers can be assured.

Program details:
A
variation of SpeedWatch, this program brings together education and enforcement
to target speeders during one-day events. Check It or Ticket is an option
available to volunteers who have demonstrated significant speeding in their
area.
The premise is simple. Volunteers set up a speed display on one block. This gives drivers one chance to “check” their current speed, and slow down if necessary. A little further down the road is a police checkstop. Drivers who choose to ignore the first warning may then receive a speeding ticket.
